Worth knowing first

Escarpment lots need the NEC’s permit before the Town’s

West of the urban area, much of the escarpment around Kelso, Milton Heights and Campbellville is inside the Niagara Escarpment Commission’s area of development control. On those lots, an NEC development permit comes before the Town can issue a building permit. The NEC reviews location, size, height, grading, tree removal and visual impact from the escarpment. Neighbours can appeal its decisions, so allow several months. The Greenbelt and Conservation Halton may apply to the same Campbellville lot. Within the Niagara Escarpment Plan and the Greenbelt, the designation limits where and how big a house can be. We confirm it before you commit to a design.

Frequently asked questions

Custom Homes in Milton: three local questions

If the new house replaces one on the lot, the DC by-laws generally give a credit for the demolished unit, provided the timing rules are met. On a vacant or new lot, all 3 charges apply. Milton’s town-wide charge for a single detached home was $31,290 as of April 1, 2026, and Halton Region and school board charges add considerably more. Rates change each year, so we confirm current figures with the Town.

A septic permit from the Town of Milton under Part 8 of the Ontario Building Code, issued with or before the building permit. A designer tests the soil, sizes the system for the house’s daily design flow, and places the tank and bed with Code setbacks from the well, house and lot lines. The 2026 fee for a new system is $827.05. On a Campbellville lot, bed placement decides where the house goes.

When any of the work falls inside Conservation Halton’s regulated area: flood plains, valley slopes and wetlands plus an allowance beyond them. Along major valleys such as Sixteen Mile Creek, that allowance is 15 m. Under Ontario Regulation 41/24, the permit comes before the Town issues a building permit. Lots near the Mill Pond and the creek through Old Milton are the ones we check most.
